The tree under application is an Ash (Fraxinus excelsior), designated as T70 on the Stockport Council TPO/Conservation Area mapping system. The resident initially requested an assessment for full tree removal following two distinct structural failures: one instance where a failing limb nearly caused personal injury, and a separate incident resulting in property damage to a private vehicle parked on the driveway. 2. Arboricultural Assessment A ground-level visual inspection of T70 was conducted on 22/5/2026. The tree currently exhibits good physiological health, particularly when contextualized against the regional prevalence of Ash Dieback (Hymenoscyphus fraxineus) and symptoms appear limited to a potential Stage 1 infection. The inspection revealed no structural defects at the base, with an absence of basal cavities or fungal fruiting bodies. 3. Proposed Works and Justification While the resident favors removal to mitigate risk, complete removal is disproportionate given the tree?s current vitality and high amenity value within the Heaton Moor Conservation Area. To mitigate the risk of ongoing limb shedding while preserving the tree, it is proposed to crown reduce/pollard the specimen by 30% to 40%. The reduction will significantly decrease wind-loading, reduce leverage on individual branches, and safely retain the tree within its urban setting. 4. Replacement Planting The resident hasn't provided definitive instructions regarding a replacement tree. However, following discussions, they are environmentally conscious and receptive to the idea of replanting a suitable replacement, should the council deem it a necessary condition of the permitted works. T1 - Pine Tree - 5m Significant and mature tree that is being crowded out by bolted Cherry. Removal of Cherry will enable this to grow unencumbered T2 - Cherry Tree - 4 m Removal of Cherry tree that the main trunk has died and subsequent sucker growth from stump has bolted straight up with not filling out. It is competing with a large, mature pine tree (T1) with the base of the Cherry tree less than 1m from the pine tree and Cherry regrowth is crowding the canopy of the pine tree. T3 - Camellia - 4m Reduction in height by 1.5m and shaping of the large shrub that has grown too large and crowding the pine tree also. HAR/CA15, TPO 19N.
